Roberto M. Garcia is the sole principal in the Law Office of Roberto M. Garcia, a general civil law practice located in South Texas’ Rio Grande Valley at Edinburg, Texas. He practices in the areas of alternative dispute resolution as an arbitrator and mediator and in the area of labor and employment specifically for city, county, state and federal law enforcement officers and agents.

He is an Arbitrator and a Mediator. He is listed in the national Roster of Neutrals for the American Health Lawyers Association and for the Texas Comptroller of Public Accounts. He is qualified to preside over Labor and Employment matters, Health Care Controversies, Medical Peer Review Hearings and Property Tax Disputes. He is qualified to serve as a Special Education Mediator and is listed in the Roster of Neutrals with the Texas Education Agency.

Mr. Garcia has successfully represented officers/agents before hearing examiners and before the MSPB. He has negotiated police Collective Bargaining Agreements with the cities of McAllen, Harlingen, Weslaco and Brownsville. He has served as Rio Grande Valley Counsel for the Combined Law Enforcement Associations of Texas (CLEAT) and the Texas Municipal Police Association (TMPA). He has also served as General Counsel for the Rio Grande Valley National Border Patrol Council (NBPC) Local 3307. He has written and lectured on legal topics relating primarily to law enforcement collective bargaining, internal affairs investigations, use of force, critical incident responses and the U.S. Customs and Border Protection Use of Force Policy.

He is a 1972 graduate from Texas A & I University in Kingsville, Texas with a Bachelor of Arts degree in Government. He earned his Juris Doctor from Texas Southern University, Thurgood Marshall School of Law in Houston, Texas in 1975. He was licensed by the State Bar of Texas in May 1976. In 1977 he was licensed by the United States District Court for the Southern District of Texas and by the United States 5th Circuit Court of Appeals in New Orleans, LA. He has been engaged in the private practice of law in the Rio Grande Valley since 1976. He is a member of the State Bar of Texas, National Employment Lawyers Association, Texas Association of Mediators, Texas Mediator Credentialing Association and the American Health Lawyers Association.
